It is a lesson for a situation that needs to be addressed ever since the end of the Civil War, especially the end of Reconstruction & the rise of Jim Crow.

One fact about the TOPS market that the shooter didn't know, is that it was the outcome of a 20 year effort by community members to bring a market to the Masten District. It started in the 1990s with an effort called "Our Market" to do a community owned supermarket. That was thwarted, but the community movement did not go away. Finally, TOPS agreed to build. He killed people who had been involved and people who needed that market. To the community's credit, they did not abandon the market but are building a memorial to those who died. He could not kill the community's spirit.
