2. Striking fear into Americans at large.

Well a good start would be holding Pamela Jo in contempt of Congress. With a daily fine for every day of non compliance, retroactive to December 20th.
This seems unlikely in the current political environment, but there is a second potential alternative. The Clintons basically told the House Oversight Committee to go have sex with themselves when they were subpoenaed over the Epstein Files. If the Committee does decide to refer this for prosecution, then they open the door to "forced discovery", meaning that in order to proceed, the DOJ would have to turn over all of the evidence in discovery because the defendants have a right to know what the evidence is against them. There was a lawsuit that Trump had filed against a major media outlet (maybe somebody can remember which one? I don't.) saying they'd libeled him and caused him psychological harm and financial losses, and they demanded evidence of the damages at discovery in the form of medical records, tax records, business records and all kinds of other records Fat Donny preferred to keep on the DL. He very quietly dropped the suit, but it didn't go unnoticed.

And I'm not sure how much they could force discovery of, since the scope would lily be limited to what DOJ intended to use against them. But depending on the judge, who knows what might be considered germane? I don't think they get *all* of it, but hey... lawyers, right?
I am so deeply outraged by the behavior of our government, by the lack of accountability from anyone. The way ICE is treating the people reminds me of January 6 where some police officers lost their life. The blind display of rage, the disregard for human life. This young men was defending a woman, a stranger.
We have reached the point where every Senator and Congressman that votes for any funding for I.C.E. of the U.S. Border Patrol should be considered a terrorist and removed from office. Until these and allied agencies can demonstrate that their agents are trained in de-escalation and proportionate response, they should be considered enemies of the people and a dangerous cancer on society.
Fuck trying to retrain these people. There is no amount of training that can fix this. These are hardcore thugs who understand only that they have unchecked power to do whatever the fuck they want and the only cure for it is prison. The end. For fucking ever. You have to be a special kind of broken to do what they're doing and that level of broke isn't fixable.

My only quibble with this is that ICE (or CBP, a distinction without a difference IMO) are more closely modeled on the Sturmabteilung (SA) that preceded the Schutzstaffel (SS). The SA (Brownshirts) were what brought Hitler to power, and ran riot through the cities and towns of pre-war Germany killing and smashing with impunity. They were undisciplined, poorly trained and useful mainly because they didn't give a *fuck* about anyone's rights and got high on their own supply of power.

The SA were ultimately replaced by the SS after the "Night of the Long Knives" in 1934, when their putative leader Ernst Röhm (Greg Bovino) was assassinated by the new guys who were just as evil... but much more disciplined, and hardened in their fealty to the Führer. Hitler purged the SA because he felt that Röhm had become too powerful and might threaten his position as chancellor.
What I'm getting at is, if ICE is the analog to the SA, then there is far worse on the horizon once they've served their purpose. And we're already hearing the rumblings of it in threats to invoke the insurrection act, which would allow the use of regular military -- including Special Ops -- on American soil.
